About the Book

In South Africa more than 15 million are without adequate shelter and basic services. The housing question is therefore a burning issue for the majority of South Africans, but also across the world. To assist with a broader understanding of the housing problem, this booklet focuses on three approaches to understanding the housing problem, or what is sometimes referred to as ‘the housing question’. This booklet looks at how the different ways of approaching the housing question lead to different housing policies. This booklet is divided into the following chapters: The historical development of housing in South Africa, What the liberation movement promised, What the ANC actually delivered, Impact and responses, GEAR and the housing question in South Africa.
